The gentleman on the right, the one with his hand over the chess board set up this challenge. He arranged the chess pieces in a certain way, then the audience are invited to solve the game. Either to find a way out of trouble or to defeat the opponent or both i don't really know. Unfortunately I didn't pay attention to the rule.
When i was a kid, this street chess challenge was popular but nowadays it is getting rare. If i'm not mistaken, when an audience is interested in trying to solve the riddle, he/she would need to give either money or cigarettes as some kind of an admission fee. I think there's also a prize for the person who can solve the riddle.
